CRESCO GUIDES · COMMUNITY LIVING
Dubai's villa communities work like a large American planned community with an HOA. Here is how they run, what they cost, and how to choose one.
Short answer: yes. Dubai has many gated and master planned communities. Most villa communities have controlled entrances, security patrols and shared pools, parks and gyms inside. Emirates Hills, Arabian Ranches, Jumeirah Golf Estates and Al Barari are among the best known. You pay for the shared facilities and security through a yearly service charge.
Since foreign ownership opened in 2002, most new Dubai villas have been built inside master planned communities. One master developer plans the roads, parks, schools, shops and mosques before the homes are sold. Families live in sub communities of a few hundred homes, each with its own pool, play areas and gym. A community centre with a supermarket, cafes and a clinic is usually a short walk or drive away.
For an American, the closest comparison is a planned community with a homeowners association, like Irvine in Orange County or The Woodlands in Texas. The difference is scale. A single Dubai master plan can hold tens of thousands of residents.
Gate arrangements can differ between sub communities inside the same master plan. Visit at night and at school pick up time before you buy.

Shared areas are owned jointly by all the owners and managed by an owners association under Dubai's jointly owned property law. The Real Estate Regulatory Agency approves each community's service charge budget, and the approved charges are published through its Mollak system. You can check a building's or community's charge per square foot before you buy.
Service charges are where a cheap looking home becomes an expensive one. Read the true cost of service charges before you compare two communities on price alone.
A gate is not the reason to buy. Buy the community for the school, the commute and the resale history, and treat the gate as a bonus. Established communities with ready homes give you something new launches cannot: years of real sale prices to check.
