Will Dubai Property Prices Crash? Supply in 2027 and 2028, the 2008 Comparison and the Next Two Years

Prices have already corrected. Here is what the supply numbers really say, why this is not 2008, and what we expect next.

Short answer: Dubai prices have already corrected, but the evidence does not point to a 2008 style crash. ValuStrat's index fell about 10% from February to June 2026, and monthly falls shrank from 5.9% in March to about 1% by June. Supply in 2027 and 2028 is real, but scheduled numbers have repeatedly overstated what gets built. Expect a slow, uneven market for the next two years, softest in apartment districts with the most handovers.

How much prices have already fallen

MonthValuStrat residential index, change in the month
March 2026Down 5.9%
April 2026Down 1.9%
May 2026Down 1.2%
June 2026Down about 1%

The index ended June at 220 points. By our calculation from ValuStrat's published figures, that is about 10% below February. Cavendish Maxwell's measure tells a milder story: an average of AED 1,639 per square foot in June, down 2.6% in the quarter but still up 1.9% on a year earlier. Sales volumes on the Dubai Land Department register have been steady through the fall, at roughly 1,800 to 2,250 apartment sales a week.

The oversupply question: 2027 and 2028

This is the fear we hear at every roadshow. Here are the numbers, and why the headline figures mislead.

Scheduled for 2028128,200Cavendish Maxwell
Planned through 2030About 525,000, of which about 186,000 are past 20% constructionCushman & Wakefield Core

Scheduled is not delivered. In the first half of 2026 ValuStrat counted 20,000 completions, about 15% of its preliminary full year target. Cavendish Maxwell expects only 14,000 to 23,500 of the 47,000 units scheduled for the second half to finish. In May 2025 Fitch warned of about 120,000 handovers in 2026. The real figure looks closer to 55,000. Projects slip. Developers delay launches when demand cools. In the first half of 2026 apartment launches fell 58% and villa launches 78%.

Supply will still weigh on rents and resale prices in the districts where it lands. About 80% of the pipeline is apartments. Buyers of apartments in areas with large handover waves should expect competition from new units for tenants.

Demand has not stopped

Dubai's population reached 4,807,185 on September 28, 2026, up 226,885 since the start of the year, according to the Dubai Data and Statistics Establishment. That growth came during a war. The Dubai 2040 Urban Master Plan expects about 5.8 million residents by 2040.

Is this like 2008?

2008Now
Price fallAbout 25% in the last quarter of 2008 alone, and around 60% from peak to troughAbout 10% from February to June 2026 on ValuStrat's index
Mortgage lendingMortgage loans nearly doubled in nine months to September 2008Loan to value caps since 2013. Mortgages fund about 30% to 40% of secondary sales
Off plan buyers' moneyEscrow law only passed in 2007 and enforcement was newOff plan payments go into project escrow accounts monitored by the regulator
Cost of flipping2% transfer fee4% transfer fee since 2013
SpeculationOff plan flipping ran until credit dried up at the end of 2008Apartment launches down 58% and villa launches down 78% in the first half of 2026
Banks' exposureMortgage loans reached 15.2% of GDP in 2008, from 4.1% in 2001Real estate and construction fell to 14% of bank lending in 2025, from 20% in 2021

In 2008 the market was built on borrowed money and short term flipping. When credit stopped, buyers vanished. Today's buyers are mostly cash and installment buyers, banks are less exposed, and the regulator controls where off plan money goes. That does not make prices immune. It makes a sudden collapse much less likely.

How we see the next two years

For a buyer with a seven to ten year view who buys at today's prices, a soft two years is an entry window. For anyone who needs to sell within two years, it is a risk. Frequently asked questions

Will Dubai property prices crash in 2027?

The evidence points to a slow, uneven market rather than a crash. Prices fell about 10% from February to June 2026 on ValuStrat's index, monthly falls have slowed, and much of the scheduled 2027 supply is likely to slip.

Is the Dubai property market like 2008?

No. In 2008 mortgage debt nearly doubled in nine months and buyers flipped off plan contracts with little regulation. Today lending is capped, off plan money sits in escrow, the transfer fee is 4% and developers have cut launches.

How much oversupply is coming to Dubai in 2027 and 2028?

Cavendish Maxwell counts 162,500 units scheduled for 2027 and 128,200 for 2028. Cushman & Wakefield Core expects about 60,000 to actually complete in 2027. In 2026 only a fraction of scheduled units were delivered.

Will Dubai property prices drop more?

Some areas may. Apartment districts with large handover waves face the most pressure through 2027. Villas and established communities have held up better because new villa supply was cut sharply.
