Street crime in Dubai is among the lowest in the world. The war and local laws are what women should actually plan for.
Short answer: for everyday crime, Dubai is one of the safest cities in the world for women, including women living alone. Numbeo's January 2026 index ranked Dubai 6th safest of about 400 cities, with Abu Dhabi 1st. The US State Department says violent crime and property crime in the UAE are rare. The two real cautions are the regional war, which puts the UAE at Level 3, Reconsider Travel, and local laws that differ from American ones.

Those two State Department lines are not a contradiction. Street crime is low. The Level 3 rating is about terrorism and the threat of drone and missile attacks from Iran. In November 2020 the UAE announced reforms that allowed unmarried couples to live together and relaxed alcohol rules. Daily life for most Western women is now much like life in any large international city. A few differences still matter:
